Masagos Zulkifli was born in Singapore on 16 April 1963. He was educated at Bukit Panjang Government High School and National Junior College. He graduated with a First Class Honours Bachelor of Engineering Electrical in 1988 and a Master of Science Electrical Engineering in 1994 from the National University of Singapore. He began his career with Singapore Telecommunications Limited in 1988. He was awarded a SingTel Postgraduate Scholarship and graduated with an MBA from the University of Southern California, in 1995.

While at Singapore Telecommunications Limited, he had international postings to Ujung Padang, Sulawesi, Indonesia and to Sydney, Australia. He was appointed the Chief Executive Officer of SingTel Global Offices. In 2006, he left Singapore Telecommunications Limited for public office. He was elected one of five Members of Parliament for Tampines Group Representation Constituency (GRC) in the May 2006 General Election. On 2 June 2006, he was appointed Senior Parliamentary Secretary, Ministry of Education. On 1 April 2008, he was appointed concurrently Senior Parliamentary Secretary, Ministry of Home Affairs.

On 1 November 2010, he was promoted to Minister of State, Ministry of Education and Ministry of Home Affairs. In the 2011 General Election, he was elected one of five Members of Parliament for Tampines GRC. On 21 May 2011, he was appointed Minister of State, Ministry of Home Affairs & Ministry of Foreign Affairs.

On 1 August 2012, he was promoted to Senior Minister of State, Ministry of Home Affairs & Ministry of Foreign Affairs. On 9 April 2015, he was appointed Minister in the Prime Minister’s Office, and promoted to Second Minister, Ministry of Home Affairs & Ministry of Foreign Affairs. In the 2015 General Election, he was elected one of five Members of Parliament for Tampines GRC. On 1 October 2015, he was appointed Minister for the Environment and Water Resources.
